State, Cities Battle Over Money From Traffic Fines

The California state Senate has approved a bill that will stop a growing trend by cities, which diverts revenue from traffic tickets away from the state. Several local municipalities have implemented their own traffic laws, which are enforced instead of the state’s traffic laws. This means that the revenue generated from those tickets goes to the city, instead of the state. “Several local governments have recently made it their official policy to substitute their own local ordinances for defined violations and penalties in the state’s vehicle code for moving violations,” said Senator Jenny Oropeza, the author of the bill. The measure is opposed by several cities including Los Angeles, Costa Mesa, and Fremont.

L.A. Owed Millions in Parking Tickets

On the same day that the City of Los Angeles began laying off public workers to help close budget gaps, an audit was released by City Controller Wendy Gruel showing that L.A. is owed “hundreds of millions of dollars for parking tickets and services.” In all, the city has collected only $293 million out of $553 million (during fiscal year 2008-2009) – with the top delinquencies coming from parking tickets and emergency medical services. The audit released on Thursday is actually a follow up to a 2007 audit that found “the city’s billing and collections practices were out of date.” “In three years since the previous audit was released, the city has gone from a 52% collections rate to a 53% collections rate – that’s not acceptable,” Gruel said.

“No Parking” Ticket in L.A.

If anyone can beat this, I’ll be impressed. I live in the mid-Wilshire area and recently got a ticket for parking in a No-Parking Zone. The No Parking restriction was due to road-work being done in front of my house. The only problem is that I was out of town when the road-work began (and when I got the ticket) so I couldn’t move my car when they tied a No Parking sign around a light-pole. That’s right – they tied a No Parking sign around a light pole in front of my house and then had the nerve to write me a ticket. Stay classy, Los Angeles!
