New City Ordinance To Target Those Who Don’t Pay Parking Tickets

A new ordinance being considered by the Terre Haute city council would allow the city to tow vehicles of those with at least five unpaid parking tickets. Owners would be required to pay all outstanding fines, as well as towing costs before recovering their car. According to city officials, there are more than 2,000 unpaid parking tickets “among motorists with five or more tickets, totaling more than $30,000 in unpaid fines.” The council may vote on the proposal during its meeting next week.

recently got a ticket for exceeding a two-hour time limit. This will probably sound like I’m splitting hairs, but I was only there for 1:58. So why shouldn’t I split hairs?!? Now I have to pay the dam ticket. Feels like I’m getting mugged.
Legislation De-Criminalizes Atlanta Parking Tickets

A new bill making its way through the Atlanta City Council would decriminalize parking tickets. Attorney Keisha Lance Bottoms, the Atlanta City Councilwoman who introduced the measure argues that parking tickets should be administrative issues, and not criminal, since Park Atlanta’s officers are not sworn by law. “The biggest concern I had is that when those tickets got to municipal court they were being treated as criminal matters and that posed a problem because had these non sworn officers writing these tickets,” she said. Last month, a freeze was put on Park Atlanta’s ability to enforce parking due to concerns of “overly aggressive enforcement and new rules governing parking on nights and weekends.” Meanwhile, Councilman Michael Julian Bond is offering “short and long term fixes,” including a “more inclusive communications strategy to inform the public about parking changes and the implementation of parking zones for school and restaurants among other categories.”
City Wants More Turnover in Parking Spaces

In an effort to increase turnover at parking spaces downtown and in Broad Ripple, the city is considering a plan to upgrade parking meters to new devices that can accept credit cards. The plan also calls for higher parking rates, as well as an increase in parking fines. Some business owners are encouraged by the proposal, as they “are fed up with people who use hourly parking as an all day option.”
New Law Sets Limits on Traffic Fines

In Indianapolis, those who dared to challenge their tickets in court “faced fines of 2 or 3 times higher” if they lost. Fortunately for motorists, the Governor’s new law should end the unfair practice. While drivers can still face higher fines for multiple tickets, they won’t see fines higher than the minimum for an individual citation as a result of the new, statewide law.
Senate Bill Addresses Excessive Traffic Court Fines

State Senator Michael Young (R-Indianapolis) is introducing legislation which would ease the traffic fines on motorists who appeal their citations in court. To combat Judge William Young’s (no relation, I don’t think) practice of tacking on an additional $300 to $400 to every traffic court defendant who loses their appeal, the state senator is creating a bill would cap fines on moving violations. Basically, the argument is that “you can’t impose a fine on a defendant for the exercise of a constitutional right to a trial.”
Knox County Judge, Wife Arrested for Theft

Bicknell City Judge Andrew Moreland and his wife have been arrested and charged with 5 counts of theft for stealing over $20,000 worth of traffic tickets and other fines from court.
