Do Muni Meters Mean Less Parking Tickets?

August 19, 2010 by LindaNYC · 12 Comments

Nyack.Patch.com, a NYC publication, is looking at whether or not the city’s new “muni-meters” result in more parking tickets for drivers. The answer seems to be “No.” According to John Lavelle, the village’s parking enforcement manager, “So far we’ve stalled the muni-meters downtown on Main St. and Broadway, but the number of tickets issued is the same.” Rates and revenues also remain unchanged, however, now motorists have the options of paying with bills and credit cards, as opposed to relying on loose change. According to a 2007 study on parking in the area, approximately “60% of residents and business owners rated downtown parking unsatisfactory.” The new meters seem to be receiving positive reviews.

Garda, a company which owns a fleet of armored trucks that make “deliveries across the city and rest overnight in Queens” owes New York City at least $4,639 in unpaid parking tickets. The city, however, is unable to collect this money because the trucks are “curiously” registered in Delaware. One source with the city marshals office estimated the company owes thousands more in tickets from trucks that had been missed during an investigation by the Daily News. A spokesman for the company claims they pay tickets for which they legitimately owe money on, noting they had already paid $45,000 in parking fines this year. During an investigation from earlier in the year, The News learned that NYC loses out on millions of dollars in unpaid parking tickets because the Delaware DMV does not cooperate with NYC authorities.

City to Milk Parkers For Cash

Parking enforcement is still an increasingly high source of revenue for New York City coffers. In the next fiscal year, the city is expected to generate $157 million from parking meters alone – a 32% increase from just two years ago. Combined with other fees, parking enforcement has turned into a billion-dollar business for the local government. Not surprisingly, the number of traffic enforcement officers has been growing, despite a 20 year low in officers for the NYPD. The fact that traffic enforcement officers are expected to bring in around $687 million for the city this year could have something to do with that.
