Hermino Quinones, a 55 year old Newburgh man, faces two misdemeanor DWI counts after being found by police with his car parked across two lanes of the Bear Mount Parkway in Cortlandt. Not only was Quinones drunk at the time of the arrest, he was very drunk. Like, almost 5 times the legal limit drunk.

My friend got this ticket this morning and he was visiting from Michigan. Does he have a way to waive or get rid of this ticket other than paying.
I dont know anything about parking in NYC as i dont drive at all. Any help would be good.
Teen Mom Faces Charges in DWI Crash that Left on Tot on Life Support

Samantha Alfaro, an 18 year old mother, was driving northbound on South Oyster Bay Road in Syosset with her 3 year old daughter in the backseat, restrained only by a seatbelt. After veering into the Southbound lane, she eventually crashed into a tree leaving her daughter with internal injuries and on life-support. Alfaro has been charged with aggravated driving while intoxicated with child under 15, reckless endangerment, reckless driving, endangering welfare of a child, consumption of alcohol in motor vehicle and failure to keep right. She is facing up to 15 years in prison.
Vendor-Bill Debate Sizzles

The debate over proposed legislation which would “revoke the permits of [food] trucks that accumulate three parking tickets in a year” raged on last night during a heated City Council meeting. The sponsor of the bill, Councilmember Jessica Lappin, says the “plan is to merely enforce existing laws.” (The bill only pertains to idling and ‘feeding the meter’ tickets, not all parking violations.) During the theatrical and sometimes confrontational meeting, stacks of pink parking tickets were handed to Lappin, along with a petition with thousands of signatures presented to her by the owner of the Schnitzel & Things truck – who told councilmembers if they try a schnitzel, it will change their minds. Councilmember Karen Koslowitz, another sponsor of the bill admitted that she had received a letter from Mayor Bloomberg’s office stating that he opposed the measure. A nonprofit group representing street vendors estimated that there around 300 food trucks in the city, 250 of which sell ice cream.
