Street Cleaning is usually enforced during a specific time-frame, on a particular day of the week. Check the ticket to see what time the parking-enforcement officer issued the citation. If it’s within a few minutes of the beginning or end of the no-parking time-frame, a judge may give you the benefit of the doubt and dismiss the ticket.

How long in advance do they ahve to put up street cleaning notice signs? I got one on Friday (an obvious money grab by the department of revenue – how many people left their cars on the street while they were away?).
The worst part – they didnt even clean the freaking street – a-holes!
Are you talking about the temporary orange cardboard signs? They actually don’t have to put those up at all; it’s more of a courtesy than anything.
