Parking Too Close to a Fire Hydrant

If ticketed for parking too close to a fire hydrant, taking pictures of the scene is a good idea. If you happen to have a tape measure, ask a witness to assist you in measuring the distance and, if possible, ask for their contact information.

My friend got this ticket this morning and he was visiting from Michigan. Does he have a way to waive or get rid of this ticket other than paying.
I dont know anything about parking in NYC as i dont drive at all. Any help would be good
He should consider himself lucky he didn’t get towed, would’ve been out another $185 on top of the ticket without a way to get out of that.
