Additionally, many cities offer a settlement program which allows drivers to pay a fraction of the actual cost of the citation.

From what I understand the government has been keeping yellow lights unsafely short. How can they get away with this when it clearly puts lives in danger? Sounds criminal to me.
It’s totally criminal. They are literally choosing revenue over safety when they do this. This is more dangerous than any driver not paying attention could ever be.
