If ticketed for parking in a Permit-Only Zone, make sure that the sign is clearly visible. If it isn’t, take a picture of it and bring it with you if you contest the citation.

Are they allowed to enforce permnit-parking only if there are no signs posted?
Technically, no. But there was probably a sign somewhere in the vicinity. I got a similar ticket when I never saw the sign. It turns out, the sign was posted about a block away. Obviously, there was no way I could have seen it, but the city doesn’t care. They just want the money.
