Red Light Camera – Right Turn (Horror Story)

I was on my way to work at 515am last week and got a ticket for not coming to a complete stop before making a right turn. There were no cars around and I came as close to making a complete stop as you possibly can without actually stopping. I do not understand how the city can gouge its citizens like this. Is this really the spirit of the law?
